U.S. Navy Demonstration Program

In March 2002, Encapco entered into the Environmental Security Technology Certification Program with the United States Navy to demonstrate Encapco’s patented emulsion stabilization technology on a range of contaminants and site conditions. Field demonstrations of the technology and the application process are under way at Crane, IN, Mechanicsburg, PA, and Portsmouth, ME with high concentration metals, refractory organics and mixed wastes. Encapco has successfully completed treatability testing on lead, PCB’s and other contaminants in soils from these sites.

Test protocols have been developed and field budgets have been approved for field demonstrations of the Encapco process to stabilize plutonium (Pu) and americium (Am) at the Department of Energy's Nevada Test Site; depleted uranium (DU) at the US Army's Yuma Proving Grounds in Arizona; and thorium (Th) at the US Air Force's Kirtland Air Force Base in New Mexico. To develop the test protocols, Encapco worked collaboratively with a technical team that included representatives from the U. S. Navy Naval Facilities Environmental Service Center, the US Army Corps of Engineers, the US Army Armament Research, Development & Engineering Center, Clemson University, the Desert Research Institute of the University of Nevada, LFR*Levine Fricke, Inc. and Bechtel Nevada.

The Recycling Demonstration Program Goals are to:

·         Stabilize soil, gross particulates and ionics in a low permeability matrix which significantly inhibits further oxidation and eliminates dust generation health risk.

·         Reduce soluble levels of contaminants to regulatory criteria. 

·         Produce a viable recycled construction product for service roadway construction and repair.
